I'm a 28 year old male, 5'10 145lbs. I've been unhappy with my face for quite some time now. I have unusually thick malar fat pads that sag and protrude out. The sagging has also caused hollowness under my eyes. I’m also unhappy with my weak chin and jaw. I prefer a more permanent solution rather than fillers. Please advise on what procedures I need to have done to achieve a masculine, well-balanced and aesthetically pleasing face.

There is usually something that can be done with every problem that the patient perceives. This can be a relatively minor procedure. I usually sit down with my patients and listen to what bothers them and then we both make a plan to try and correct it.
While I certainly see what you refer to, I would not recommend any surgery to try to correct it. Surgery will unlikely be worthwhile for your situation.
Generally speaking, it can take 6 to 12 months to completely heal after surgery. Please keep in touch with your surgeon or his/her clinical team to discuss your ongoing concerns.
