You should never use a medication that has expired (this includes topical medicines like Latisse) even if the bottle hasn't been opened. There is an expiration date on bottles for a reason. Medicines and other chemical ins them degrade over time and they can lose their potency or become other forms of chemicals that have other effects. Be safe!

It would not be wise to use any product, especially one to be used around the eyes, past the expiry date.
An expiry date for any topical medication is designed to guard against loss of effectiveness of the drug, and contamination with bacteria. With regards to the former, the product is likely to retain some potency, but no studies are available to quote exactly how much. On the latter front (infection), since its unopened, that concern may not be applicable if the bottle is otherwise intact.Since it is an external application, you may try it once, and continue if there is no specific concern. However, whether it will work for the purpose (lengthening lashes) or not remains unanswered. May be you would be the first one to discover that!
