My lips look kind of scrunched up when I relax my facial muscles. It looks okay when I am smiling but I can't always keep on smiling. It is narrow from corner to corner and asymmetrical compared to the rest of my face. Also I have noticed that the corners of my mouth are dropping and I am only 19. I would like to reduce the size of my lips if possible or at least make it look even. What kind of procedure do you recommend and where can I get them done? BTW I live in Los Angeles, CA.

It is normal for the lower lip to be slightly fuller than the upper lip. As for the asymmetry that you mention, it is difficult to assess by the picture that you included. The shadowing distorts the way your lower lip looks. Still, lip reduction procedures are fairly easy to perform and can...
Yes I see the changes in the size of the lips. Smiling reduces the vertical height of the red part of the lip. So does the position of the angle of the camera. This indeed will change the appearance of the before and after of the lips you showed. For injectable fillers, I would suggest Juvederm...
Lip augmentation can be customized to help increase the proportion of the lips to help suit your face. Increasing the vertical dimension can help hide overly prominent teeth both with smiling and at rest.
