Why would a dentist say they can't do dental bonding?

First off, I have to admit that I am terrified of going to the dentist, especially because ive put it off for too long. I finally got the courage and went to the dentist. They took x rays and looked at my teeth. I am extremely interested in getting dental bonding because my teeth are embarrassing small. The dentist had known about my interest in bonding, and he said he won't do it and it's not an option for me. Why is this?? I'm insecure about my teeth, and it's affecting me negatively.
