Why would a dentist say they can't do dental bonding?

As you know..We cant even begin to know if youre  a candidate for bondings without a picture..That said, since you are so enthusiastic to improve your smile I would suggest you see another dentist for a another opinion..Find a dentist that has performed a cosmetic smile procedure on one of your friends which they are happy with.....Thanks.

Without a picture it is impossible to answer your question specifically. More diagnostic information is needed. 

The reasons a dentist might not be comfortable in doing  dental bonding are that they are either not experienced  or well-trained in the procedure.   They may have tried it and not have had good success with it.  Many  dentists feel that porcelain is a better alternative because it does not stain. The newer resin materials are pretty good at resisting stain, but not as good as porcelain.
