Can IPL for dry eyes (new treatment for occula rosacea) make blue veins under the eye more obvious? (Photo)

I am wondering if getting a IPL treatment in my eye area will enlarge these veins or make them more obvious? I know IPL doesn't treat these veins but I wouldn't want them to become more obvious with the treatment. My skin is quite thin and sensitive.
