It is difficult to tell if this is a burn or just a reaction to the laser.  I would definitely use a topical cortisone and Silvadene cream to the treated area.  Please consult a board certified dermatologist who is an expert in lasers for the best cosmetic results.

Thank you for your question! You should not need numbing cream for hair removal.  If you are doing an IPL, it feels like a rubber band snap only momentarily.  A practitioner would want to know if it was painful as then that means the settings are too high. Best of luck.
