Will 10 treatments of laser hair removal help with the vellus hairs? (Photo)

Hi, I have vellus hairs on my neck and face, some of them are dark so I want to do laser hair removal, but I have read that laser can make the vellus hairs even worse, so I would like to ask if 10 procedures of laser hair removal can actually help or even 10 will make the situation worse? Thank you
