Will Laser Genesis help my skin or should I do more IPL as I can't tell what I should avoid for my skin condition? (Photos)

30/F diagnosed w/ PPRosacea 10 years ago but did not use Finacea. I've had some SA peels done in the past, the laser @ Skin Laundry & IPL last summer. My skin feels so reactive still though. It will get red in splotchy shape (seen in photo) within a few hours then go away. Not sure if this is a reaction to something after I put it on or just normal with rosacea.
