Are there long term effects to rib luxation (breaking floating ribs)? And is it permanent?

There's a surgeon in Mexico who performs a procedure called "rib luxation". My sister had it done a little over a year ago. I wanted to know if it was worth it. Are there any long term effects? Are the results (smaller waist) permanent?
