You can definitely lighten it. Laser treatments have shown to drastically reduce the pigmentation on birthmarks. Due to its size and location, a surgical removal would be difficult. They would most likely end up having to use a skin graft, which would result in a pretty large scar. Your best bet would probably be to lighten it.

After looking at the pictures you provided I would recommend that you go see a dermatologist. That darker lesion has some characteristics that look odd, but it may just be the photo quality. That being said it's better to be safe rather than sorry.
