I went for a consultation recently with a board eligible (NOT yet certified) plastic surgeon who has been in our area for only a few months. She doesn't have much competition in the area. Her and her staff were great. But, she quoted a breast lift with small saline implants and minimal lipo to the armpits at $17k... I've heard of people driving only 45 minutes east and only paying around $5k for the same thing. Is that normal for someone not certified and with no portfolio?

You would do well with a breast lift, but 500-550 cc implants will be too large and heavy and you may resag. An examination is needed to see if the augmentation could be done at the same time as the lift.
Most patients are very happy with their outcome after surgery with implants. Doing a concurrent lift does mean some of your tissue will be removed to accomplish the lift. Going with a slightly larger size can help balance that out.
In these situations, it's important to listen to what your surgeon is saying. If you are not on the same page, try to iterate your concerns so they can be answered appropriately. From your digital image, it is reasonable to do the lift an implant at the same time. As for size, that is a matter...
