I am looking for a long-term solution to help with severely dark circles. I want help with discoloration and wrinkles and am trying to decide which procedure would align best with my goals.

Thank you for sharing your question and posting your photos. Surgery (blepharoplasty) would improve the lower eyelid bags which create a dark shadow under them. You do not appear to have this issue. Lasers are good for removing dark pigment under the eyes. If the skin is thin and the darkness is simply blood vessels beneath the skin, then only makeup can hide it. See an experienced oculoplastic for detailed consultation.

You would actually be a fantastic candidate for a phenol peel to treat the dark circles.  Make sure to go to a board-certified dermatologist for this procedure as it is an advanced technique and - because you have a darker skin type - there is more potential for complications than when one of these procedures is performed on a pale white person.
