This is actually a fairly common occurrence in my experience. Sometimes the cyst compresses and "kills off" the hair follicles deep in the skin. Removing the cyst may lead to hair growth in the area, but it is not guaranteed.

It depends on the cause. If it’s a scarring alopecia, then chances are low. If it’s a non scarring alopecia chances are higher. I would need much better photos and ideally an opportunity to examine the scalp. This questions can not be answered without these pertinent facts that come from a proper evaluation.
