Yesterday I had my first session of laser hair removal around the nipples, today I feel a significant decrease in sensation of the nipples , is this a well established side effect? Could this be permanent?

It does not appear to be a burn but PFE (perifollicular edema) which is common after hair removal. The small bumps is just a reaction of the hair follicles and should resolve on its own in a few days. You can apply aloe vera to help soothe and moisturize the area.
