What causes under eye bags after cheek filler? (Photos)

I had cheek filler in January. 0.5ml per side, Dr treated lateral cheeks mostly but did inject in the front cheek also. I've had terrible eye bags since the procedure which I did not have before, it looks swollen permanently - what causes this? It looks terrible and I don’t know if it a filler complication or how to fix this. I've made contact with the injector but he said it could be from sinus infection (which I don’t have) and it will go away but its been there every day since January.Pls help
