You seem to meet criteria except that your weight is above 200lbs.  You will likely meet criteria for insurance coverage.  Since you don't have insurance, seek out a board certified plastic surgeon.  Best Wishes!!

From the picture it looks like you would benefit dramatically from a breast reduction. It might also facilitate additional weight loss. Nevertheless, the insurance company will need to be consulted about the provisions for coverage.

Best to achieve a long-term stable weight prior to proceeding with surgery. Although I understand the difficulties you experience with exercise, you may be best off seeking “consultations” with your primary care doctor ( rule out medical issues such as hypothyroidism), personal trainers, nutritionists etc.

 As you know, achieving a long-term stable weight prior to proceeding with surgery will decrease risks associated with the breast reduction procedure and help minimize the chances that additional surgery will be necessary subsequently.
