Thanks for submitting your question and the description of the issue. To answer your question, yes this appears to be a scar. You should probably have a qualified dermatologist look at the spot. The bumps you feel are probably scar, but you should make sure nothing else is going on especially if the bumps are getting progressively more noticeable. As far as improving the appearance, and feel, there may be some methods available, but always consider that sometimes attempts to improve the condition can result in a more noticeable scar. Good luck.
