What is the best way to remove xanthelesma in the upper eyelid? (photo)

Can xanthelesma be removed by surgery even if you are young, or do you need excess skin? A doctor stated that I need excess skin to have it done, but the xanthelesma is getting bigger and I want to have it removed. What are the risks and disadvantages? How long is the recovery peeiod and how much does the procedure cost? Will it leave deep scars?
