If this is hypopigmentation, is it permanent? How long before it will fade back to normal? (photo)

Used Silk n Flash & Go on lower legs. I had sun exposure a few days ago but decided to go for it anyway (impatience & vanity! Ugh) figuring if my skin was too tan the safety feature wouldn't allow the device to work. My legs were fine but after 5/10 min they began to burn & red splotches appeared. They stopped burning after an hour but still have red spots. There has been no swelling/blistering. Are they simply minor burns or have I done permanent damage by causing hypo or hyper pigmentation?
