I have gotten conflicting answers from derms on this. One has said they think it is not hypertrophic scarring because it is hard to see in certain lighting. Others have said it is. The closest thing I can find is pebblestone or papular scarring. It seems to have the same fleshy, soft texture that describes pebblestone scars but the shape is different. I also have never seen anyone with this type of scarring in the smile line area. The bumps go away if the skin is stretched.
