Looking for more of a permanent solution rather than using filler for Malar Bags / Festoons (Photo)

Since a child I've always had mild Malar Edema but now early 30's they are much more noticeable, casting tired shadow look on the edges of my cheekbone. I dont suffer with under eyebags its mainly just pouch on top of my cheeks.
