What is the best way to remove inner knee and inner thigh fat?

Liposuction with the smaller canulas under local does great for the inner thighs and knees and has a quick recovery.

Liposuction can target specific areas of lipodystrophy such as the knee or inner thigh.  Adding an energy source such as ultrasound or laser can help with the overlying skin.

Without more details such as photos or height weight BMI status fat percentage, any answer to this question will only be a general answer. 
So, generally, Liposuction is by far the best tool to reduce fat in these areas significantly. Liposuction gives the best improvement in inches. Liposuction can remove fat from both the superficial and deep compartment, and removing fat from the superficial compartment gives skin tightening. Non surgical methods such as ultrasound based or radio frequency based devices can only target fat in the superficial compartment, hence can only give limited improvement in those who have deeper compartment fat as well. If you have only a limited excess and that too in the superficial compartment, non surgical devices like cryo, radio frequency, ultrasound may work.
So please see a good Aesthetic Plastic Surgeon who knows about fat compartments and can assess which compartment needs treatment the most. 

Liposuction should definitely address the problem. See a board certified plastic with an expertise in body contouring in your area for a detailed consultation. They should be able to answer your concerns more specifically.
