The short answer is no. Clear and Brilliant uses 1440 and 1927 nanometer wavelength options which are not going to affect your eyebrows. A well trained laser technician will not treat over microbladed areas.
The original handpiece penetrates more deeply than the Permea handpiece which is better for pigmentation. Both handpieces can be used at the same session.
If you are prone to discoloration, use a skin lightening agent. In my office, we recommend HQ holidays with the administration of a non-HQ dark spot corrector such as Melarase PM Arbutin. You will find that this will help your discoloration.
