Underarm scarring & discoloration. How can I get rid of the bumps and improve the color? (Photo)

Previously treated underarms with laser hair removal, but still left with bumps, discoloration, and maybe keratin plugs. I’ve used otc peels to no avail. I want the bumps gone with improved color. How can I achieve this? Dallas-FtW
