29 F I have raised bumps and scars from past acne and ingrown.I lhave tried fractional laser , microneedling and coolpeel with no results. I’m looking for a doctor near me that can help Flatten them

Our treatments use combination therapy to improve the epidermis and dermis for most deep scars. The options available for acne scars depend on the character of your scars, in terms of topography and contour. We see atrophic and hypertrophic acne scars, as well as scars that have hypo and hyperpigmentation. We begin each scar evaluation with an assessment of scar quality and subtype. Our main concern is rebuilding collagen and that is why we use a HIDEF protocol that includes combination therapy. Morpheus 8, scar subcision, fibrous release, fractional laser, CO2 laser, Thulium laser, PDL Vbeam laser, and fractional resurfacing can be used in addition to TCA Cross and chemical peels to further improve skin. Patients should start Melarase AM and Melarase PM for active hyperpigmentation. Always begin with a consultation to decide whether early subcision should be started.

I'm so sorry you have wasted your time and money with expensive "bells and whistles" gizmos, but I am not at all surprised. I have been cautioning my regular followers for years already that so many of the expensive, so-called light and energy-based devices are far more backed up by marketing, advertising and social media hype than by any hard science. Sorry. 
For elevated scars, such as hypertrophic and keloid scars, the first and treatment of choice to flatten and shrink them is the use of intralesional injections of anti-inflammatory agents--of which there are several that may be used either alone or in various combinations, depending upon the specific needs. Treatment is relatively inexpensive, takes only a couple of minutes to perform, and the results typically can be seen in just a few days following the treatment. 
You would be wise to consult with an experienced, board certified cosmetic dermatologist scar treatment specialist and best of luck.
