You can use the Melamin, which contains hydroquinone, morning and night to treat your dark areas, and use your tretinoin at night. You can find lower cost options for cleansing, like Cetaphil or Cerave. Given that your skin is very dry, I would also stop using the acne control pads. Be sure to keep a good sunscreen with at least an SPF of 30 in your routine. Sun protection is essential to keeping dark spots from reoccurring!
