What can I do to fix my bulging eyes? (photo)

My eyes have been reasonably small all my life but since 2017 my eyes have been bulging and I have had the following symptoms: dry/irritated eyes, scleral show (see pic), pressure sensation behind eyes (stopped 2018), double vision (mornings only). Doctor said my serum TSH levels are normal (1.08miu/L). Been prescribed eye drops for dry eyes however this problem is distressing and people say I look "nervous" "terrified" all the time. What can I do to fix this?
