I've consulted my Haematologists about possibly getting cosmetic surgery and they said I can. I have sickle cell, but I've lived a pretty normal life unlike others I don't have to regularly go hospital for blood fusions/treatment. It's also to my understanding that fat grafting to the hips is less risky than a full BBL, considering this too is it possible for me to get the surgery and if so I'm unsure of where I can go? I've asked a few doctors & they've rejected me so far.

Fat manipulation of wood, liposuction, and fat transfer is probably the extent of what is realistic.
Reshaping pelvic bones is probably beyond reasonable.

You are an excellent candidate for a BBL and I would suggest a BBL over just having "hip dips" filled in for several reasons.
