Under eye skin discoloration - are my nasal bones getting in the way of blood vessels reaching this area? (Photo)

I have extreme brownish-red pigment around my eyes. My nose is broad in relation to my close set eyes-The bones on the upper sides of my nose protrude horizontally beyond my tear ducts which causes or exacerbates this condition. My eyes are sunken beneath my brow ridge also which causes additional shadowing. I have melasma and hyperpigmentation all over also. Are my nasal bones getting in the way of blood vessels reaching this area? I'm so self conscious and don't think lasers will help.
