The lump feels hard and I am able to move it around feels really superficial, is this a positive sign making surgical removal easy? I read that if its a problem and notorious at 4 weeks, it will remain an issue. I had facial fat transfer under my eyes nearly 3 weeks ago.

It seems at this point, it is more likely to be the fat causing this problem. To my knowledge the only way to fix this problem is to extract some of the fat through small incisions on the underside of the lip. Filler most likely would be resolved by now.
