Hi I have dark circles and want to even out the appearance and resurface skin . Would you recommend a tca peel around eyes and on face with my skin tone I have attached a photo

 Photographic evaluation is incomplete without personal examination to give a most appropriate answer
 However from the photographs, it seems that,
TCA peels are not advisable to be performed for dark circles as the skin in the area is very thin as well as sensitive and the Indian skin type is also more prone to pigmentation so it's best to proceed with milder peels along with a proper home skincare routine.

Please consult a board-certified plastic surgeon near you and discuss this in detail.

You should consider VI Peel, as this brand of peel is safe for all skin types, especially those with brown skin. Not all chemical peels are for all skin types. VI peel has a collection of different peels that all help with tone and texture of the skin. You could also consider PRP injections for under eye dark circles.

Have a visit to a board certified dermatologist.  Your dark areas appear vascular in nature and you need a proper evaluation to determine treatment..
