Will I be refused a rhinoplasty? Told surgeon that I have difficulty breathing, possibly deviated septum.

Whilst contacting a surgeon by email I sent photos and stated didn't feel I have difficulty breathing but have noticed sometimes when I inhale deeply one side of my nose comes in more. He said he cannot perform surgery on my due to ‘problems with the underlying cartilage’. Is this not the type of thing that is usually rectified by surgery? Possibly deviated septum? & is it usual to make this judgement without an examination? Should I consult another doctor or will I likely be refused again?
