6 months post op - can the line of loose skin under my belly button be corrected? (photos)

I have a liposuction with fat transfer 6 months ago and I look way worse than before. I have a horrible line underneath my bellybutton. This is a nightmare and I’m depressed everyday. According to my doctor this is not a case of fibrosis, it’s loose skin. What are my options? Can this be fixed without a tummy tuck? I’m 5’4, 28 years old and weigh 145lbs
