I am wondering if crowns will be able to build up the lower jaw enough to correct my overjet.

I would be asking you a bunch of questions before recommending anything. For example: How do you sleep? Do you snore? Do you have any clicking or popping in your TMJ's? Headaches? Other TMJ symptoms?

Your upper dental arch is grossly underdeveloped and your lower jaw is recessed. Crowns and veneers will never resolve these developmental problems. Braces alone will also NOT resolve these developmental issues.

You can resolve the developmental issues with surgery or with much less invasive dental appliances followed by braces to align the teeth. More important or significant than your overjet/overbite are the potential health issues (sleep apnea, TMJ, etc.) resulting from the developmental issues that created the excessive overjet/overbite.

Hi. Crowns can not correct the major orthodontic problems. Only minor corrections are possible. Therefore it is not logically possible to correct your overjet and overbite by restoring teeth with crowns. The current distance of overjet and overbite that you have is beyond the capabilities of prosthetic rehabilitation. Orthodontic treatment is a better option for you.
