I have dermal melasma on my upper lip (essentially untreatable). Could a skin colored tattoo help to fill the area?

It is effecting my life and I cannot cover it will makeup well. I want my life back. I would prefer hypopigmentation in the area. It sounds odd, but it isn't a mustache, is easier to cover, and can even be filled in with a skin colored tattoo. I know those with vitaligo sometimes go through depigment therapy. Is there a topical that I could use to flat out kill the melanocyites in the area? Laser (when used at the correct setting) that could achieve permanent depigmentation? Please help.
