If it is just the hair that was burned, then no. No treatment will help and only time will help. Hair shafts themselves are not living and so burned hairs can not regenerate. However, if the scalp itself was burned- that is a completely different scenario and requires urgent attention by a physician. Scalp burns from salons are serious and require (in some cases) various types of anti inflammatory treatments to stop inflammation. Some scalp burns can cause permanent hair loss- however burns to the hair only do not cause permanent hair loss. Please see a physician if concerned. A full examination is needed.
If your hair dresser used a dye or hot iron and buned your scalp, then the hair will not come back. If you are not sure, wait it out for about 6 months and then you will know because burning the follicles below the skin ujsually kills the follicles and they will not grow back in 6 months

The appearance of the scalp at the two month mark is not typical. I would suggested seeing a physician for review. A biopsy may be considered.
