It appears that with this time scale that the Hair certainly wont be growing back as the hair should have grown back between 3-7 months after your brother shaved them off. Although non surgical treatments can help you would need to have the hair follicle in place first, so you could either look to have some Pigmentation/Tattoo in that area or consult a Hair Transplant Surgeon and have your Eyebrows replaced using a Surgical method.

Sometimes when people shave or pluck their eyebrows, the hair root is damaged and the eyebrow does not return. I don't know if anyone understands why this happens as it seems to be unique to eyebrows on some people. An eyebrow transplant can solve that problem
