Scar tissue is very difficult to achieve hair growth in. Even transplanting into scars is generally unsuccessful. I suggest you seek out a good aesthetics practitioner specializing in scars. Given the young age of these scars it may be possible to minimize their size by regenerating new tissue to replace the scar tissue. It is a bit of a process to accomplish this goal. However, I have seen some very good outcomes. If successful, you'll be able to transplant into the normalized tissue where follicles don't exist. The older scars become, the more difficult they will become to respond to treatment. Therefore, don't wait too long. In the process, that which would even marginally otherwise grow hair will be fortified and grow hair if follicles are present. There are many excellent scar specialists and techniques today.
