You should be able to do any invasive or noninvasive modality for fat reduction.  The varicose vein will have no impact.

Liposuction is safe in healthy people, done by a skilled surgeon.
Varicose veins are in a higher plane of the skin, were liposuction is in the plane below the skin and above the muscle.
A experienced surgeon can take care not puncture varicose veins upon entrance to the skin with liposuction cannula.
