Is Sculptra the right procedure to improve the appearance of my jowls and lower face? (photo)

Here are some rules; Whatever is done for filling the upper face helps to lift the lower face. Whatever is done to improve the volume and lift to the rear of the face improves the front of the face.
So, you are quite correct in your concern that adding volume to the lower face can worsen the jowls and folds already there.
Unfortunately, a full front face photo would have been very helpful. But, even from the one profile view provided, for starters, it would appear that the use of a robust HA volumizing filler for the cheeks would secondarily improve the lower face. Likewise, a robust HA filler for posterior mandibular angle region would likely help to better define and tighten the jawline.

With PLA injection; on your face, you can expect for tightening; but, this tightening; will be in the subcutaneous tissues. The jowl on the lower face; that you are complaining about; it is not related with skin loosening. The reason for this is; related with the loosening of the retaining ligaments; adhering from the bone to the subcutaneous tissue and the subcutaneous fat tissue that; these ligaments normally block; starting to herniate.
