Can a plastic surgeon release a tethered/pulled-in belly button and abdominal scar after multiple abdominal surgeries?

I had a revision tummy tuck in January 2024 because of ongoing pain in this area, which I believe may have started after an abdominal oophorectomy in June 2021, when extensive adhesions were removed from my abdominal wall. I’m now experiencing significant pulling and pain in this area along with the unusual appearance shown in the photo. It gets noticeably worse with exercise, bowel movements/straining, and sitting for long periods. This has become progressively worse over the past six months and is seriously affecting my quality of life. What could be causing this type of pulling/tethering and appearance, and what type of surgeon should I see to properly evaluate and treat it?
