Can Fraxel laser treatment cause chronic itching underneath the skin?

Many years ago, when Fraxel laser was first introduce by my dermatologist, I had the fraxel laser treatment to remove scarring on my legs. I only had it performed 1 time, due to technician unexperienced. However, later I started experiencing severe itching underneath my skin. Primarily my legs, ankles and feet. Sometimes the itch is so severe I damage my skin from scratching. The itch actually 'moves' up and down my legs, from one leg to another. Only Petroleum Jelly calms the itch. HELP!
