Are there options that can help remove painful circumcision scars without removing inner skin? 14 years post op. (photo)

I had a circumcision 14 years ago and the procedureto remove some mild stretch marks, The result has been several tubules aka raised track marks and more recently several tight strips of skin going from the glans to the tubules. Since a circumcision to remove the inner skin is out of the question prior to my gender affirming vaginoplasty where I will require this sensitive ane pink tones tissue for depth,sensation etc; I was wondering if anything can be done to remove all of these painful scars
