In general, it should be safe for a diabetic to use the procedure you described, provided that you do not use the machine outside of the recommended parameters. This will prevent wound healing, or other complications from the device. The most important thing to consider is that vacuum devices alone do not provide lasting results. You will also need fat grafting or placement of an implant. This decision should be based on a detailed discussion with equal input from both you and your surgeon. Make sure you specifically look at before and after pictures of real patients who have had this surgery performed by your surgeon and evaluate their results.
