Fraxel can be used on darker skinned individuals if it is done at the right settings. I suggest speaking to a cosmetic dermatologist who specializes in lasers and treating those with darker skin types. Best, Dr. Emer.
One type of laser within the Fraxel family which is safe for all ethnic groups is Fraxel Dual. It can be used to clear away unwanted dark spots that result from the excess release of pigmentation known as melanin. It is not clear from your description if you are looking for a skin lightening procedure. Fraxel Dual is not intended for this application. This laser uses two long wavelength. 1927nm and 1550 nm. These forms of energy will target the melanin deposits of age spots and even melasma, breaking the pigment so that it can be cleared away by the body. Patients with dark skin have more melanin and have a higher risk of overheating. 1927nm and 1550 nm are unique because they will not be absorbed by the surrounding melanin outside the target areas.
Fraxel is a laser skin rejuvenation treatment that resurfaces your outer skin, erasing imperfections. It also encourages the production of collagen, a protein found in connective tissue. The result is clearly visible lines, folds and wrinkles. Fraxel laser skin rejuvenation is a non-invasive technique that affects only about 20 percent of the facial skin exposed to it. The most common side effects of Fraxel laser treatment are swelling and skin redness, which should subside within a couple of days. Other temporary side effects may include minor itching, dry skin, peeling or flaking, and a bronzed skin appearance. The risk of infection or scarring is very limited.
