It might be possible to excise this tattoo but you would need to closely consider the risks of surgical excision. The outcome depends on how tight the skin is and how big the wound would be.  There would be a permanent scar after excision.  The thigh tends to be a tight area and the scar would likely widen over time due to the tension.  You would need to be evaluated in person first to determine the feasibility of excision.  Laser is significantly less invasive but would require multiple treatment sessions.

To properly evaluate the tattoo, it needs to be done in person to see how flexible the skin is re excison. The cost for excison will be comparable to laser and will leave a permanent scar which if the skin is tight wil have a stretch back at 6 months that you may find cosmetically objectionable.
