Could my chin/jaw be fixed with an implant/liposuction, or do I need orthognathic surgery? (Photos)

I am 24 years old, and have always had a double chin despite being thin. I also have the appearance of jowls despite my age. I am incredibly insecure about my jaw/chin from the front and the side. Is this something that could be fixed with an implant, or possibly liposuction, or will I need jaw surgery?
