How can I improve the cellulite on the surface of my thighs without Cellfina or QWO? (Photos)

Thanks for sharing your photos. Your contours are beautiful and you demonstrate the skin irregularity associated with mild volume loss causing skin laxity, dimpling and possibly “cellulite”. Your Plastic Surgeon is correct. With volume loss and contouring, the skin may not retract or tighten to rid of surface laxity, prior cellulite or dimples. During the healing process, the parachute-like fibrous attachments to the skin may or may not pull deeper adding to the dimpling and “cellulite”.
My experience is that multiple Sculptra sessions have had the best success. Sculptra is a molecule which stimulates collagen formation with firming and tightening. For the deeper dimples, releasing the fibrous cord with “subcision” (a technique which preceded Celfina) will tend to recur without a filler; I recommend fat grafting if convenient. Qwo will release the fiber but can be painful and irritating which may or may not improve the dimple.
