Is it normal to have tiny bumps one month after PRP (I used to have clear skin)? (photo)

I had a PRP treatment almost a month ago under my eyes. Prior to this I had very clear skin and have never suffered from any acne or pimples and now a month on I still have tiny bumps in the area the PRP was done. Will they recover by themself and how long will it take? It also appears a vein must of been damaged during the process as I have a little bulge and blue/purple vein under my eye that was not apparent before.

It is not a typical side effect of PRP to develop raised bumps. Looking at these photos you could speak to your GP or dermatologist to discuss your raised bumps. 
Several skin conditions cause raised bumps, most of them harmless, including acne, Keratosis Pilaris (that causes a benign build-up of keratin in the pores), stress bumps, rosacea (which PRP has in some studies been shown to help*). 
Milia (small, raised bumps that affect 50% of newborns, and can also impact adults, is another generally harmless condition that causes bumpy skin along with folliculitis (clusters of small red bumps or white-headed pimples). 
Very rarely, other things that can cause bumps may include allergic reactions (perhaps to a cream you used after the treatment), corticosteroids and laser or resurfacing treatments. Disclaimer: All results are individual. All procedures have risks. Speak to your doctor about your symptoms.

I have never heard of PRP causing formation of tiny bumps before.  Could you, perhaps, have had a reaction to any cleanser or prep solution used during the procedure?  Did you apply any creams, moisturizers after the procedure that could have caused an acne outbreak? I've seen bumps like this on patients after facials where all their follicles get inflamed from reacting to a cream of oil used during the facial.  I would treat it like a folliculitis: use a gentle cleanser then apply a topical prescription antibiotic ointment such as clindamycin.
