You can use Arnica topically to help reduce inflammation and swelling.  It is found in any drug store in the same aisle as analgesic rubs such as Bengay, Blue emu, etc.  the Arnica does not have any menthol scent and is safe to use on your lips. It can take a couple of weeks for the swelling to go down.  Be patient.  I think you will have a good result in the end. (But maybe next time opt for 3/4 of syringe or 1/2 syringe... or try a different filler in your lips such as Belotero or Retylane).

I have never heard of PRP causing formation of tiny bumps before.  Could you, perhaps, have had a reaction to any cleanser or prep solution used during the procedure?  Did you apply any creams, moisturizers after the procedure that could have caused an acne outbreak? I've seen bumps like this on patients after facials where all their follicles get inflamed from reacting to a cream of oil used during the facial.  I would treat it like a folliculitis: use a gentle cleanser then apply a topical prescription antibiotic ointment such as clindamycin.  

You would be a great candidate for Ultherapy. I think it is exactly what you are looking for.  It is a non-surgical, non-invasive way to lift and tighten sagging skin.  it is used even after eyelid surgery or facelift to maintain what the surgery accomplished as gravity continues and loss of elasticity continues. The ultherapy stimulates collagen production deep under the skin which causes a lifting and tightening.  Look at Ultherapy.com.  They even have a neat tool where you upload a pic of yourself and they email you an anticipated "after".  I hope that is helpful.  I absolutely love this procedure and love having a non-invasive option for my patients.  

I have injected both Juvederm and Restylane fillers in the lips.  I find the Retylane Refyne to be the best for lip augmentation.  It does some swelling (usually about 24 hours) but, but overall, I think it causes less swelling than Juvederm and gives a getter result.  On the spectrum of Flexibility vs. Stiffness, Restylane Refyne is very flexible, making it a good choice for the lips.  I wouldn't use it for building up cheeks or addressing nasolabial folds.  For those areas, I personally prefer Radiesse (a calcium hydroxyappetate filler, not a hyaluronic acid.)  Another interesting option for lips: Belotero.  If someone wants definition to the edge of their vermilian border or just a juicier, moister look to the lip without large volume added, I choose Belotero.  I hope that helps. 

The reason it is recommended to wait for 6 months after Accutane to have any cosmetic procedure is because Accutane makes your skin very sensitive, more prone to scarring and post-inflammatory hyperpigmentation.  Hopefully, you didn't experience any issues with those problems.  If you had a good result from your micro-needling, it was not a wast of money. And, there is no harm in waiting the full 6 months from the time of Accutane to plan your next micro-needling.  You don't have to rigidly plan micro-needling sessions close together to get good results. Some patients intentionally plan micro-needling 6 months apart as maintenance.
